Since opening the doors of Malta’s first club in 2023, there are now a total of 22 cannabis associations, but membership isn’t open to anyone. Wow! Very cool! Very… confusing?

Cannabis Legalisation in Malta

So, is weed legal in Malta? The country opened the green gates in 2021 and allowed adults to carry up to 7 grams a day, grow up to 4 plants at home, and store up to 50 grams a month. Not bad! Exceed that, though, and you might expect a knock on your door.

The Authority for the Responsible Use of Cannabis (ARUC) regulates the entire system and issues licences to cannabis social clubs. ARUC sets strict rules to keep the industry safe, non-commercial, and focused on harm reduction.

Are Cannabis Clubs Legal in Malta?

Social clubs officially operate as Cannabis Harm Reduction Associations (CHRAs). CHRAs provide cannabis in a controlled and responsible manner, promoting informed use and backing it with rigorous testing.

As of December 2025, there are 22 operational cannabis clubs in Malta, licensed under numbers 001-028. For example Sprawt in Żebbuġ carries the licence CHRA 001, while 507 in St Paul’s Bay holds CHRA 009.

The first club to open was KDD Society, which welcomed its first members in January 2024.

Can Tourists Buy Cannabis?

Cannabis can only be purchased by Maltese residents who hold an active membership with a CHRA. Womp womp for tourists, but unfortunately they are not eligible to participate in Malta’s legal cannabis system yet.

Be Careful Smoking in Public

Unlike legendary social clubs like Barbary Coast in San Francisco or Barcelona’s Dragon Weed Club, you cannot watch your favourite sporting event on 5 flat-screen TVs, while ripping fat clouds.

Cannabis clubs in Malta do not offer a space to meet and enjoy a roll together.

 

 

 

You can only smoke in closed, private areas. Recent laws even go as far as requiring users to ensure the odor doesn’t bother neighbours.

If it does, you face a hefty €235 fine. Ouch!

How To Join a Cannabis Club in Malta

So, you are on your way to the rave, you are informed about CHRAs and local legislation but you have no idea how toactually acquire some flower.

Fear not! Here’s a simple step-by-step.

  • Pick a club

Luckily, the process is pretty straightforward. First, pick a club you like and –

  • Contact them

Email, call or visit in person – all totally valid.

  • Check availability

Every club has a membership cap depending on its tier. The maximum cap is 500 members. If they are full, they are full. You will be added to their waiting list and at this point it becomes a waiting game until someone leaves or is removed for inactivity.

  • Meet the requirements

              You must be 18 or older  

  • You must be a resident of Malta

             (Bring an ID card or residence card issued by the government
    )


  • Pay the monthly fee

Usually a small amount, required by law.

  • Complete onboarding

Drop by the club in person for ID verification. You’ll be presented a sheet outlining the maximum limits and terms and conditions.
